Mr. Chapman joined TMG Consulting in 2004 after completing an MBA
with a concentration in finance at Tulane University’s A.B. Freeman
School of Business. At TMG, he works primarily on cash flow analysis,
project financing, regulatory compliance and operational effectiveness.
Mr. Chapman has prepared actions for the Louis Armstrong New Orleans International Airport
under the Federal Aviation Administration’s Passenger Facility Charge program. He develops
administrative materials for the airport, coordinates with the Planning and Development staff
on capital planning and focusing resources on the Airport’s continuing infrastructure needs.
He worked closely with Airport financial staff and consultants in the sale of $85.3 million of
PFC-backed bonds to fund capital improvements.
Currently, Mr Chapman is leading a team that is developing an operational assessment of the
Sewerage and Water Board of New Orleans’ Water Pumping and Power Department; this
team is also coordinating approximately $25 million in repairs and mitigation measures in the
aftermath of Hurricane Katrina and the damage it inflicted. This effort involves state and federal
disaster recovery officials.
For another client, he developed an analysis of suitable aircraft for a proposed expansion of a
small general aviation airport in Marksville, Louisiana – the result was a blueprint for whether
the improvements would be cost effective in terms of increased passenger traffic.
Mr. Chapman collaborated on an assessment of air evacuation measures for disaster preparedness
Louisiana Department of Transportation and Development and worked with state and
local officials to develop air evacuation procedures for disaster preparedness. He researched
and assembled data on the impact of casinos on crime in adjacent communities.
Prior to and during graduate school, Mr. Chapman began his career at the Sewerage and Water
Board, working first as a design engineer and later as a department manager. While at the
Board, Mr. Chapman managed a portfolio of power generation and water pumping facilities.
He was responsible for capital planning and project design, budget/utility cost analysis, human
resources, and technical and compliance issues associated with power generation and water
distribution.
In graduate school, Mr. Chapman participated in projects to develop a corporate communications
posture for Exxon Oil Company on the tenth anniversary of the Exxon Valdez oil spill, to
coordinate a marketing plan for the Renaissance Arts Hotel in New Orleans, Louisiana, and to
assess the market price of a Korean fur-apparel manufacturer.
Mr. Chapman is a registered professional engineer in the state of Louisiana.
